Leader of the Fianna Council
It's too dangerous to approach the throne while Queen lona is still in power. Quell that monster in /Cold Thunder, and return to /Termina Temple to tie up loose ends with Miss Tara. Come back when all that is settled.

After completing the 'Tell-Tale Heart' quest:
Leader of the Fianna Council
You responded to our summons quickly, and the Fianna are deeply grateful. Queen lona is dead, I made sure of it. But, her family's legacy still has a strong hold on Skye. A phantom, created from her bloodline's magic, has taken lona's form. It lurks in Castle Gaheris' throne room, wielding the spells of the original Champion of Energy and feeding on the fear of the people. Please, destroy it, and bury lona's legacy once and for all.
Talk
The scars left by Queen lona and the Lothian Dynasty won't heal in a day.
Legacy
Queen lona's family has oppressed Skye with lies for centuries, and they're bitterly holding on. Blood and magic from the Lothian Dynasty have conjured a phantom that has taken lona's form. It wields the Energy spells the first Champion of Energy once did, and feeds on the fear Skye still has for its dead ruler. Once you erase this painful memory, the Fianna will be able to help the people move on and heal.
Castle
Queen Victoria's Lorekeeper, Lady Muusa, informed me that the royal castle of Skye was once the Temple of Energy. It was built after the original gods of Skye were quelled, and became a seat of power for lona's family. The golden walls hide how much misery and evil seeped into its stones. No wonder this phantom memory of lona was able to form in the throne room. I wonder if the other Elemental Temples are as cursed.
Council
I am currently the acting Regent of Skye, but I have no taste for it. I was originally a sellsword, and our land has had enough of violence. This will be a temporary measure until we can elect a council composed of individuals suited to lead us to peace. It will be a return to what Skye originally was before Queen lona's family took over. That said, our shores are open to Greenguard. Queen Victoria gave us our freedom, and we will always stand with her.

Leader of the Fianna Rebels
The enemy of my enemy is my friend? That's too optimistic, and I have too many people depending on me to place all of our hopes on a Kingdom that tried to invade us before. Your Dragonslayer just about roasted us alive. You'll need to prove that we can trust your lot.
Tyranny
For her entire reign, Queen lona's Skye belonged to the rich pureblood Elves. The people's land, livelihood, and even their children were her property. My own daughter was taken from me on the grounds that I was too poor to take care of her properly. She, like many others, must have perished in one of the Queen's many re-education academies…but better that than being molded into a mindless soldier. The "Mother of Orphans" is a two-faced liar.
Family
My wife was a pureblood Elf who ran away from home, and took interest in a lowly sellsword. We had a daughter, and I gave up the blade so I wouldn't need to be too far from them to earn a living. Then, my wife's ex-fiance found her. She made me promise to flee - to leave her to die so we could protect our child. I couldn't keep my promise. The Queen's men took my daughter, and I never saw her again. I'll apologize to her in the next life… after I cut off lona's head.
Ruins
Did Caoimhe tell you about Loughshine? It's significant to Skye's royal family because it was where the Elves first made landfall, but I believe its importance runs even deeper. When my daughter and I used to explore the ruins, we found out that standing in the 'Evil' trees' shadows can hide you from monsters. Same with the stone ruins. "Fianna" was carved into one of them, like a builder's signature. That's where our name, "The Fianna Rebels", comes from.

Leader of the Fianna Rebels
Queen Victoria's forces have split into smaller groups, and each was directed to partner with a member of the Fianna. We know every nook and cranny of the Eastern forests. Iona's army isn't used to the brush. They're only trained for formal open battlefield combat. Victoria's smart, I'll give her that, but I'm not ready to trust her completely. It was you and your friends who saved us. I owe the Dragonslayer an apology for doubting him.
