There's a lot of stray electrical energy in the village in the form of ball lightning, both from the storms and from the Drakel's electric prods. If any of it touches the wet ground, it could have deadly results! Get rid of the Ball Lightning, and keep the villagers safe.
I'm sure it'll eventually reform, but for now, the risk of being electrocuted has significantly decreased.

You've noticed all the villagers are barefoot? They're telling me that the Drakel require it, so they'll be more vulnerable to their shock prods. Their boots are all kepy in a locked supply cellar. The Cellar Guard will have the key. Get it from him.

Now, all you need to do is use the key to open the cellar door. Then, go in and get the boots. As many as you can find. Bring them back to me, and I'll coat them in the rubber we collected earlier. That will make it harder for the Drakel to electrocute people.

There's just one last thing we need to do before we free all of the villagers. Fight the Storm Drakel and take their electric prods. Then, embed them in the ground. They will act as lightning rods, drawing any electricity to themselves instead of the villagers.

It's time to act! Down the road a ways, you'll find holding pens where the villagers are held captive, guarded by Drakel. Get the keys to the pens from the Drakel Guards. Then, open the doors to free the captive villagers.
